Vote on Town sales tax issue

On April 7, 2020 Town of Crestone residents will have the opportunity to support the Town’s water and sewer services, and larger environmental concerns, by voting on a sales tax issue.  The measure proposes a 0.5% retail sales tax increase with proceeds exclusively funding the town’s water and sewer enterprises.  The Town’s Water and Sewer Enterprise Fund has had to bear the costs of complying with State Engineer’s Office Groundwater Rules to achieve sustainable aquifer levels, numerous State Department of Health rules on maintaining water standards for public health, as well State rules on treatment of wastewater. The Town Water Fund will have a $28,852 deficit for the combined 3 years of 2018, 2019, and projected 2020.  The Town Sewer Fund will have a $24,450 deficit for the combined 3 years of 2018, 2019, and projected 2020.   In order to provide funding to correct deficits, three options were identified:  1) Increase monthly service rates on customers;  2) Ask for a mil levy increase on property owners’ taxes  or 3) Increase the retail sales tax by 0.5% sales tax, to be on the April 7 election mail-out ballot. The Trustees chose to place a referred measure for a sales tax increase as the best way forward because the tax would be spread over a much larger pool of people than just town residents; anyone purchasing goods in Crestone would contribute, whether they be Baca residents, Moffat residents, tourists, etc. Also, funds would be collected in relatively small amounts over a more dispersed amount of time, rather than a lump sum due with property taxes, for example.   Sales tax rates in Crestone currently are: 3.0% to the Town, 2.9% to the State and 2.5% to the County, for a total of 8.4%.  The 0.5% increase for Town water and services would result in a 8.9% total rate.  For example, when purchasing $10 worth of goods in Crestone, instead of currently paying a total of $10.84 including taxes, the new total would be $10.89. Collecting extra revenue would allow the Town to perform maintenance and improvements, as well as pay monthly bills for sewage treatment as required by contract with Baca Water and Sanitation.  Additionally, the increase in revenue could be used to increase a “match” in grant funding and be leveraged for future building developments, efficiency and sustainability measures, and emergency preparation. Should the sales tax issue on the ballot fail to pass, the most likely result would be increased water and sewer rates for customers, as additional funds to stay in compliance with State regulations are unavoidable.
